Linnie Carter is the vice president of college advancement at HACC, Central Pennsylvania’s Community College and the executive director of the HACC Foundation. She oversees admissions, advertising, alumni affairs, branding, community engagement, fundraising, grants, graphic design, marketing, photography, public relations, publications, scholarships, special events, sponsorships, videography, and website development. She earned her Ph.D. in community college leadership in 2009 from Old Dominion University, and also holds master’s and bachelor’s degrees in mass communications from Virginia Commonwealth University.
